ISSUE 181101: PERS 2 publishes a "list of effective changes" for Pay/Personnel/Travel SOPs. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD website pages. 3. SOP CHANGES SUMMARY - JUNE 2018 A. General Comments: As part of the update process 2018 NAVADMINs (thru 159/18), PPIBs (thru 18-10), MPAs (thru 22-18), NPPSC Checklist Issuances, NPPSC Ops Alerts and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs and Pay/Pers community include: (1) General Information disseminated in the month of June with particular relevance but with no direct SOP impact include: (a) MPA 22/18 DJMS-RC Update Schedule for the Work Months of July, August, September 2018. (b) MPA 21/18 DJMS-AC Update Schedule for Mid-Month (MM), Month End Restructure (MER), and First Update for the Work Months of Jul, Aug and Sep 2018. (c) NAVADMIN 158/18 Blended Retirement System Enrollment (BRS) Period and Continuation Pay. This NAVADMIN reminds eligible Sailors that there are only 6 months left in the BRS enrollment period. As previously announced, the BRS enrollment period is from 01 January 2018 until 31 December 2018. (d) NAVADMIN 156/18 Sailor Early Return to Sea (SERTS) Program. Effective immediately this NAVADMIN announced the restoration of the SERTS policy to reduce the number of sea duty vacancies for pay grades E4-E9. (e) NAVADMIN 144/18 Announcement of Pilot Program for the FY-19 Enlisted Advancement-to-Vacancy Selection Board. This NAVADMIN announced a pilot program for the FY-19 Enlisted Advancement-to-Vacancy Selection Board, a component of continuing Rating Modernization efforts. The purpose of this selection board is to fill priority billets via a spot advancement incentive. (2) RnS Supplemental Standard Operating Procedure (SOP): The Draft RnS Supplemental SOP, reported on the previous PPIB 1810, has been completed for the final version. The purpose of this SOP is to supplement the Separations, Fleet Reserve/Retirement and RC Demobilization SOPs with Navy Standard Integrated Personnel System (NSIPS) RnS component processing functionality. As a recap, RnS is the first end-to-end process that integrates and streamlines the retirement and separation business process for officers, enlisted, active, and reserve personnel into the NSIPS environment. This functionality allows members to electronically initiate retirement or separation requests via NSIPS self-service; route them through their chain of command for review and recommendation; and then electronically forward the request to Navy Personnel Command for a decision. In addition, the process encompasses the generation of PCSR Officer separation orders and proper routing and processing of the Separation Checklist, DD214 Worksheet/ DD214, and Strength Loss transaction within NSIPS. (3) Electronic Advancement Worksheet (EAW) Smart Sheet available from NSIPS splash page at https://nsipsprod.nmci.navy.mil. Smart Sheet Update No.1-June 2018 EAW project transitions the Navy's manual paper Advancement Worksheet (NETPDC 1430/3) process to an automated process within the NSIPS. Current plans are to pilot the automated EAW process during January 2019 E7 Navy Active (limited commands); February E4-E7 Navy Reserve and March E4-E6 Active Duty advancement cycles. Note: NSIPS Web-Afloat EAW implementation timeline is dependent on the ship maintenance process and will be completed in about 24 months after initial roll-out. (4) The first draft RED/DA SOP was developed last month. The intent was to consolidate the numerous documents into a comprehensive, logical process flow reflecting NSIPS RED/DA workflow. The document is being reviewed by SMEs and following the review, will undergo field activity validation. During the development, it was identified that the DFAS Secondary Dependency Web Tool (MPA 30/14) and the DFAS Secondary Dependency Guide are no longer supported. A summary of the updates is provided below. (a) NPPSC 1300/1 (Rev 06-2018) Transfer Information Sheet - Changed all Rev 02-2017 checklist references from CPC to CPPA - Changed “Requested” Leave, Travel & Proceed Time to “Authorized” Leave, Travel & Proceed Time - Deleted requirement for NAVMED 1300/1 Operational Duty Screening forwarding to PSD (HIPAA) - Deleted requirement for HIV Test Memo forwarding to PSD (HIPAA) (b) NPPSC 1300/3 PCS Transfer Checklist - Changed all Rev 02-2017 checklist references from CPC to CPPA - Deleted requirement for Updated/Verified SGLI Form for retains [per NAVADMIN 085/17 (SOES)] - Deleted requirement for Required Form - HIV Test Certification (HIPAA) - Deleted requirement for Operational Duty Screening Page 13 submission to PSD [addressed in PPIB 13-03] - Deleted requirement for Operational Duty Screening Page 13 archiving in Retain File [addressed in PPIB 13-03] Note: The requirement to document operational duty screening suitability remains the same. Per MPM 1300-800 Paragraph 3.c. Reporting Requirements: For Sailors found suitable, the transferring command will document suitability screening using Exhibit 2 (Page 13) and attach to transfer package. The Transfer SOP was updated to reflect the above changes. Of note, the TOPS transaction submission and receipt steps were updated to reflect the updated forms/documentation submission requirements, and the retain step was also updated to reflect the updated forms/documentation retain archiving requirements (Deleted requirement for Operational Duty Screening Page 13 Retain Archiving). (6) NAVADMIN 151/18 Military Parental Leave Program (MPLP). Refer also to MPA 16/18 Guidance for Implementation of MPLP policy, which was reported in the April 2018 SOP Monthly Update and outlines procedures regarding non-chargeable leave for members in connection with birth or adoption, known as the MPLP. Following a qualified birth event or adoption, the MPLP shall consist of maternity convalescent leave (MCL), primary caregiver (PC) leave (PCL), and secondary caregiver (SC) leave (SCL). NAVADMIN 151/18 establishes the Navy MPLP policy and replaces MILPERSMAN articles 1050-420 (Adoption Leave), 1050-430 (Paternity Leave), and 1050-435 (Maternity Leave) with a new MILPERSMAN 1050-415 (Military Parental Leave Program) to be released in the near future. The MPLP replaces current adoption, paternity, and maternity leave with PCL, SCL, and MCL as follows: - MCL is a 6-week (42-day), non-chargeable leave period for the birthparent, commencing the first full day following the discharge and release of the member from the hospital (or similar facility) following a qualifying birth event (QBE) and is intended for the medical recovery of the birthparent. - PCL is a 6-week (42-day), non-chargeable leave period for the PC following a QBE or qualifying adoption (QA). - SCL is a 2-week (14-day), non-chargeable leave period for the SC following a QBE or QA. Entitlements outlined in this policy are retroactive to 26 December 2016. Members are advised to contact their local pay/finance office for further guidance regarding qualifications and processing. The Navy Procedures Training Guide Part 1: Basic and Special Pay, Chapter 2: Basic Pay, Grade Change, Enlistment, Reenlistment, Extension and Absence, Section E: Authorized Absence provides updated non-chargeable leave types which pertain to the MPLP. MCL will be reported as leave type (F) and PCL/SCL will be report as leave type (T). Furthermore, effective 28 April 2018 with the release of NSIPS 1.4.13.0, the option to request 126-day maternity leave has been removed from e-leave in NSIPS. Sailors are only allowed to request a maximum of 84 days of MCL and PCL consistent with MPM 1050-435 Maternity Leave. The Leave In lieu of E-Leave SOP has been updated to reflect the above policy changes. (7) June OPS Alerts: (a) OPS ALERT: Non-Judicial Punishment (NJP) Record Entries For Suspended Punishments: [1] Background: It has been discovered that when a Service Member is awarded "Suspended" forfeiture of pay (FOP) or "suspended" Reduction in Rank (RIR) as documented in the member’s permanent record Via NAVPERS 1070/613, a Good Conduct Medal (GCM) eligibility reset has been annotated. Suspended punishment is addressed in the following references: - JAGINST 5800.7F (JAGMAN) Chapter 1, paragraph 0111.g states “No punishment. If no punishment is awarded at an Article 15, UCMJ hearing (Captain's Mast/Office Hours), the effect is the same as if the charges were dismissed at the hearing and no paragraph 0119 record of nonjudicial punishment shall be made in the member's service record. The fact that the member went to an Article 15, UCMJ, hearing may not be referenced in the member's record. There is no restriction on reference to or use of the facts or evidence underlying the offenses alleged at the Article 15, UCMJ, hearing for other authorized purposes. If no punishment is awarded or the charges were dismissed, a subsequent nonjudicial punishment may be held for the same offenses.” - Manual for Court-Martials (MCM) Chapter V subparagraph 6.a.(3) [Suspension] states “Unless the suspension is sooner vacated, suspended portions of the punishment are remitted, without further action, upon the termination of the period of suspension.” - MILPERSMAN 1626-020 paragraph 1 [Entries] directs that “Upon completion of disciplinary action, record as follows [shown in the table]: Forfeiture of pay (suspended), Reduction of Rate (suspended) - Make NAVPERS 1070/613 Administrative Remarks, entry." [2] Examples and Procedures: CPPA submits a NAVPERS 1626/7 (Report and Disposition of Offense(s)) as the supporting document to process a NJP punishment. - Example 1: The Commanding Officer (CO) dismissed the case of a Service Member presented in the NJP and/or no punishment awarded. Personnel Action: None. GCM date reset: N/A. - Example 2: The CO awarded NJP punishment to a Service Member to include FOP of 1/2 month’s pay for 2 months and RIR; FOP and RIR punishments suspended for 6 months. Personnel Action: Process NJP punishment via NAVPERS 1070/613. GCM date reset: Yes. - Example 3: Sailor in Example 2 commits another offense of UCMJ during the period of suspension. The CO directs the vacation of suspended punishment. CPPA submits proper document. Personnel Action: Process vacated NJP punishment via NAVPERS 1070/607 Court Memorandum. GCM date reset: Yes (another adjustment from date of original NJP). Note: A separate NAVPERS 1626/7 will be submitted if another NJP punishment is awarded for the new UCMJ offense. - Example 4: The CO awarded NJP punishment to a Service Member to include FOP of 1/2 month’s pay for 2 months and RIR (suspended x 6 months). Personnel Action: Process NJP punishment of FOP via NAVPERS 1070/607 with annotation of the suspended RIR punishment on the Remarks Section. GCM date reset: Yes. If any supported command JAG or Legal Team is stating otherwise, please refer them to NPC N00J Legal Team (CAPT James Lucci, LT Kevin Loughman, or LT Cassandra Abbott) for guidance. (b) OPS ALERT: CAREER SEA PAY (CSP) PAGE 13: The following Ops Alert was issued to emphasize consistency with documentation requirements specified in Paragraph 10 of NAVADMIN 143/18: Policy Regarding CSP Entitlement. NAVADMIN 143/18 paragraph 10. To ensure auditability of CSP entitlements of the Service Member, sea duty time and counter must be documented using manual or electronic Administrative Remarks (NAVPERS 1070/613) in NSIPS and signed by the CO or designee. Copy of signed CSP NAVPERS 1070/613 must be forwarded to Commander, Navy Personnel Command (COMNAVPERSCOM) Records Management and Policy Branch (PERS- 313) for permanent document retention via e-submission. BLUF: The release of NAVADMIN 143/18 delineates payments of sea pay and procedural compliance for payment. PROCEDURE: Per NAVADMIN 143/18 and to maintain compliance with the Military Pay and Entitlements Key Audit Supporting Documentation (KSD), a CSP NAVPERS 1070/613 (Page 13), marked as Permanent will be utilized for payment of CSP. NPPSC 7220/4 cannot be submitted in lieu of the CSP Page 13. BOTTOM LINE: Ensure commands are utilizing the CSP Page 13 for start and stop of CSP entitlements. Any questions or concerns regarding this OPS ALERT should be forwarded to NPPSC for determination. (c) OPS ALERT: NAVADMIN 154/18 (PERSONAL FOR) Changes to Early Out Program: The following Ops Alert was issued to clarify an exception to NAVADMIN 288/17 Early Separation Program (Cancellation). This Ops Alert also updates an Ops Alert on same subject issued on 03 May 2018: Ops Alert: Update - NAVADMIN 288/17 Early Separation Policy NAVADMIN Cancellations. BLUF: The release of NAVADMIN 154/18 (PERSONAL FOR ONLY) changes current NAVADMIN 288/17 on Early Out Program cancellations. PROCEDURE: NAVADMIN 154/18 states that COs still have the authority to provide up to 90 days early out for Sailors to pursue educational opportunities. BOTTOM LINE: Ensure requests are signed by CO ONLY for early out requests of a maximum of 90 days. All requests submitted and approved previously to the Ops Alert can still be honored and processed. 4. MPM Updates: MPM Change 63 Update has been initiated. As of 05 July 2018, MPM Change 63 lists 47 articles that have been issued/updated/canceled since the beginning of April 2018. Only one article was updated since the May Monthly SOP Update Summary: Article 1220-040 Submarine Qualifications Designation for Enlisted Members posted 14-Jun-18. All 47 Change 63 updated articles can be viewed at: http://www.public.navy.mil/bupers-npc/reference/milpersman/Documents/Articles- Updates.pdf. Additionally, 32 of the 47 updates are in the MPM 1306-900 (series). The Transfer SOP refers to many of the MPM 1306-900 series special program requirements. Commands and PSDs are highly encouraged to review the updated articles for any new requirements when processing personnel for special programs. Lastly, the Updated/New/Cancelled Articles link now provides a summary of the article changes. Again, WRT the significant number of updates in Change 63, Pay/Pers Community Users are highly encouraged to review updated articles that pertain to their processes and transactional roles/responsibilities for any new requirements. 5.
